Get up and play an hour a day." WASHINGTON, D.C., February 1, 2007 / PRNewswire / – The U.S. Department of Health and Human Services (HHS) and the Ad Council joined with DreamWorks Animation SKG today to launch a new series of public service advertisements (PSAs) designed to help address childhood obesity. Featuring characters from the movie Shrek, the PSAs are an extension of HHS' ongoing "Small Step" Childhood Obesity Prevention campaign, which encourages children and families to lead healthy lifestyles. HHS Secretary Mike Leavitt unveiled the ads at a press conference in Washington, D.C. this morning. The new PSAs, using the slogan "Be a Player: Get up and play an hour a day," urge all children to engage in physical activity. The PSAs will complement the current "Can your food do that?" PSAs which promote the benefits of eating healthy foods. Created pro bono by ad agency GSD&M, the ads include television, outdoor ads and web banners, which direct children and families to visit HHS's newly redesigned website, www.HealthierUS.gov, for suggestions on a healthier lifestyle. The Cannery, a west coast online development firm, created the new homepage, along with a kid's website at www.smallstep.gov, which includes games and activities to support the new PSAs. "We are pleased to collaborate with DreamWorks Animation SKG to address childhood obesity and possibly thwart the onset of chronic disease," said HHS Secretary Mike Leavitt. "I hope to find innovative ways to work as partners with many other companies in creating a culture of wellness. I am a strong supporter of the President's HealthierUS initiative and encourage all Americans to be physically active every day; eat a nutritious diet; get their preventive screenings; and make healthy choices." According to HHS' Centers for Disease Control and Prevention, the percentage of young people who are overweight has more than tripled since 1980. More than 10 million school age children in America–18 percent are considered overweight. In addition to the psychological and social issues of stigmatization, overweight children are at far greater risk of growing into adults who have cardiovascular disease, Type 2 diabetes, and other chronic diseases that may reduce the length and quality of their lives. During the event, Secretary Leavitt announced campaign support from member companies of the Ad Council's Coalition for Healthy Children. The Coalition was initiated in 2005 to help combat childhood obesity by developing consistent, research-based messaging for marketers, media, government agencies, non-profits, academics and the private sector. The Robert Wood Johnson Foundation provided support for the Ad Council's research and development of these health messages, which will ultimately be disseminated to the public by Coalition member organizations such as PepsiCo, General Mills, Kraft Foods, Kellogg, Coca-Cola, SUBWAY, McDonald's, American Heart Association, Girls Scouts of the USA, Shaping America's Health, Nickelodeon, Cartoon Network and Univision Communications. During 2007 and 2008, the Coalition will provide messaging and creative material for its members to utilize in their own communications, including an online presence across major marketers, non-profits and government agency websites, in-store and on-pack promotions sponsored by advertisers and significant media commitments. These materials will support the work of HHS and extend the "Be a Player" message, some of which will reach consumers in the first quarter of 2007. Of course, if you're looking for the 4K upscaling for a (relative) bargain, the DLA-X55R/DLA-RS48 can be had for just a hair under $5,000.
That's not all JVC had to display however, as it also brought along one "early pre-production model" of an 84-inch UHDTV it plans to release in the first quarter of 2013. Like its projectors, it will come in both home theater and professional trim branded the RS-840UD and PS-840UD. It may be a price beater as well since JVC is targeting a sub-$20k price tag for both models, which would be well shy of the $25k set Sony just announced. Unlike some of the other 4K screens we've seen it does not include any 3D support, which may be a part of the lower cost. France's decision to send direct aid to Syria's opposition represents a break for the rebels after months of Western hesitation over fears that costly equipment intended for Syria's opposition could get lost or fall into the wrong hands. But even the French action, rebels and activists say, amounts to so little that it's all but useless.
France, Syria's one-time colonial ruler, began sending the aid without intermediaries last week to three regions of Syria where the regime of President Bashar Assad has lost control, in the first such move by a Western power, a diplomat said Wednesday. But it remains limited, primarily repairing bakeries, water systems and schools. And while apparently more than the indirect assistance extended by other Western countries, it's still far from the magnitude needed to make a difference, Syrian opposition activists said.
In the province of Aleppo, which includes Syria's largest city, and in the southern province of Daraa, activists said even the new French aid hadn't helped. When something is broken, it's locals who must fix it or just make do, said Mohammed Saeed, an activist in the Aleppo area.
"Instead of fixing water systems," Saeed said, "they should go and give food to 5,000 refugees stuck on the border with Turkey."
France has pushed to secure "liberated zones" in Syria amid mounting calls for the international community to do more to prevent bloodshed. It has increased contact with armed rebel groups and started direct aid deliveries last Friday to local citizens' councils in five cities outside the government's control, the diplomatic source said, without disclosing the value of the assistance. He spoke on condition of anonymity because of the sensitivity of the French actions amid Syria's violence.
Britain has offered a total of $10 million in non-lethal aid to Syria's opposition, including medical supplies, communications gear and generators, intended to reach Syria through a small number of trusted intermediaries. Foreign Secretary William Hague says the supplies are for opposition activists ? not fighters. U.S. and French officials have made similar comments about the destination of their aid.
"The amounts that have been delivered are even laughable," said Ausama Monajed, spokesman for the Syrian National Council, one of several groups of Syrians outside their homeland trying to win over Western backing.
Hague has acknowledged that the West is cautious, offering equipment only to a small number of groups and in small batches. He said it had only been possible to send equipment after developing better ties to members of the country's varied opposition groups, some of whom are directing the deliveries.
The State Department set aside $25 million to supply the political opposition with non-lethal assistance, distributing 900 pieces of equipment through one program called the Conflict Stabilization Office. The gear includes cameras to document atrocities for potential future prosecutions, encrypted radios, phones, laptops and software that can be used to circumvent Internet controls, according to officials speaking on condition of anonymity because they were not authorized to discuss the details.
The Assad regime, meanwhile, continues to get assistance from its allies in Russia and Iran.
The Kremlin has insisted that the continuing Russian arms sales don't violate any international agreements and scoffed at Western demands to halt the trade. Syria's arsenal includes hundreds of Soviet-built combat jets, attack helicopters and missiles, as well as thousands of tanks and artillery systems. Russia also has said it has military advisers in Syria training the Syrians to use Russian weapons, and has helped repair and maintain Syrian weapons.
Iran also has been accused of helping to sustain the regime. The U.S. alleged this week that Tehran is flying weapons to the Assad regime across Iraqi airspace.
The rebels have also benefited from weapons flowing to the rebels via Turkey, Iraq and elsewhere, according to activists and diplomats. Some of the arms, activists say, are purchased with Saudi and Qatari funds. Other sources are murkier.
In Istanbul, however, a rebel commander denied that the opposition was receiving arms deliveries via Turkey, dismissing the Assad regime's claims that foreign powers were stirring up the uprising.
"If we were given any weapons assistance, the Syrian regime would not be standing now," Abdul-Qadir Saleh, the commander of the Tawhid Brigade, the main rebel outfit in Aleppo province, told a press conference. "The weapons we have are either looted from Syrian army depots or came with those who defected."
Peter Harling, of the think tank International Crisis Group, said Syria's opposition, although divided, was more than capable of handling aid. He criticized European and American diplomatic hesitancy as "a tendency to posture, to make statements as opposed to actual policy-making."
Harling said words without action would have long-term consequences among Syrians: "There's a huge disconnect which is causing a lot of frustration and will cause ultimately hostility on the part of Syrians who hear a lot of empty statements but see very little happening on the ground."

(Reuters) - Central Falls, Rhode Island, took a big step toward exiting bankruptcy on Thursday when a judge signed off on a plan that balances the impoverished city's budget for the next five years by hiking taxes, cutting employees and pensions and revising labor contracts.
The case has garnered attention for its treatment of the city's bondholders, who remain unscathed while pensioners took a huge hit, in contrast with some other recent U.S. municipal bankruptcies.
The quick resolution of Central Falls' bankruptcy, filed in August 2011, may be one for the record books.
"In my limited knowledge, this case is the fastest case in the history of Chapter 9... to go from filing to confirmation. It's a record time and a record efficiency," Judge Frank Bailey said from the bench. "I think that this is an example for not only Rhode Island but maybe the nation on how to run a Chapter 9."
Central Falls and several other local governments across the United States have sought refuge in bankruptcy court in recent years as sinking revenue in the wake of the economic recession, escalating pension costs and big debt loads have stretched their budgets to the brink.
Bailey confirmed the debt adjustment plan in U.S. Bankruptcy Court for the District of Rhode Island. No creditors objected to the plan, and only two of 237 creditors eligible to vote on the plan cast ballots against it.
Key elements of the plan - new collective bargaining agreements with public employee unions and cuts to pension and healthcare benefits - were the result of settlement agreements with workers and retirees, instead of lawsuits.
In response to Central Falls' impending insolvency, Rhode Island passed a law giving bondholders a lien on property tax revenue and ensuring they continue to be paid in a municipal bankruptcy.
With confirmation of the plan, the city's state-appointed receiver can now dispute some claims and begin paying out others. Some unsecured creditors could receive a payment by December 31.
While elected officials are supposed to regain control of the city as early as January, they will have to certify to the court and the state's revenue department that they are abiding by the receiver's financial plan.
If they stray from the plan, the court, which will retain jurisdiction, could force their hand. The court will also hold an annual status conference on the city's progress.
PLAN BALANCES BUDGET BUT CAUSES PAIN
Central Falls entered bankruptcy with revenues of about $16 million and a structural deficit of more than $6 million. In bankruptcy, the receiver's staff devised a plan that balances the budget through 2017 by raising property taxes by about 4 percent each year.
Mayor Charles Moreau also started cutting positions after asking for a judicial receiver in May 2010, when the city had 174 employees. The city now has a work force of 116.
The mayor and city council members were rendered powerless under state receivership and bankruptcy. The city was also forced to shutter its only community center and temporarily close its library before reopening it under nonprofit management.
Many of the city's 133 retirees are still angry over how they were treated. Their already modest annual pensions, which averaged $26,700 before the bankruptcy, were slashed by up to 55 percent.
The state allocated an extra $2.6 million to provide some relief and restore payments to about 75 percent of their original value for five years.
"If no actions were taken the pension plans would have simply run out of money," Theodore Orson, the lawyer for the state-appointed receiver overseeing the city, said in court.
The plan also calls for unsecured creditors - including vendors with outstanding bills - to be paid up to 45 percent of their claims in installments from a pool of $600,000. If any money remains after allowed claims are paid, it will go back into the city's capital account.
An attorney representing some city council members expressed concerns about the feasibility of the plan and the methods for restoring local control, but Bailey overruled them.
"It's my sincere hope that given the confirmation of this plan of adjustment that the parties will be able to join together now in a healing process with a healthy financial community," the judge told the courtroom.
